"A Human Security Doctrine for Europe" outlines the implementation of the European Security Strategy (ESS), which was agreed to by the European Council in December 2003. Focusing on regional conflicts and failed states, the report suggests a "Human Security Doctrine" for Europe which would include seven "principles for operations in situations of severe insecurity," a "Human Security Response Force," and a legal framework that would specify guidelines for the intervention and subsequent operations in conflict areas.
