Reuters reports that, following a series of devastating hurricanes in the Gulf of Mexico this year, island nations are likely to raise at a global climate summit in November the imposition of legal obligations on developed countries - and potentially large energy companies - to pay poor countries for damage from extreme weather events perceived to be linked to global warming.
