It has become very clear to the leaders of international and non-governmental organizations that national governments no longer have the financial resources to fund ambitious programs for the realization of economic rights for all. Instead, they are seeking to hold large transnational corporations responsible for the realization of all human rights for those living in the countries in which they do business.]]></description>

In most cases, these new capitalist models are in their embryonic stages, lacking specificity and objectivity. Ultimately, these variations on capitalism should be rejected in favor of a constructive capitalism that is rooted in the further democratic development of market capitalism at the national level, with a focus on the consideration and lawful adoption of appropriate human rights legislation and corresponding practices.]]></description>

<title><![CDATA[Global Leaders Rely on Right to Development to Balance World Economy]]></title>

<description><![CDATA[During the past decade, the so-called "right to development" has been promoted as an ideal to which developed nations should aspire for the benefit of individuals residing in developing countries.  More recently, foreign policy analysts viewed the realization of the right to development as a tool to eliminate the extreme poverty that, in their view, leads individuals to embrace violent extremist ideologies and actions.  Now, to remedy the financial impact of Europe&#39;s economic crisis, politicians and economists are viewing the international funding of the right to development as a means of growing the economies of developing countries so that they can purchase capital goods produced by developed countries.  Most likely, this third formulation of the right to development will lead to the global governance of national economies and the imposition of international taxes to fund capital projects in developing countries.]]></description>

<description><![CDATA[Facing economic collapse from crushing debt levels attributable to  stagnant economic growth, bloated government-run welfare programs, and  unfunded public sector wage, benefits, and pension obligations, European  Union ("EU") nations desperately need a new source of revenues.  For  the EU, the proceeds from the auction of carbon emission allowances to  businesses, the cost of which the businesses can pass along to their  customers, represent a form of tax revenues that EU member states can  use to support struggling European national economies and lessen or  postpone the negative impacts of the politically difficult economic  transformations.  Unfortunately, as the EU looks forward to the third  phase of its Emissions Trading System ("ETS"), during which its member  states will be able to auction off even more carbon permits, it need  only look to the states of New York and New Jersey for inspiration on  the use of auction proceeds to sustain runaway government spending.]]></description>

<title><![CDATA[Economic Global Governance Must Incorporate Authentic Moral Standards]]></title>

<description><![CDATA[In an April 30, 2010 address to social scientists meeting in Rome, Italy, Pope Benedict XVI provided his further insights regarding the moral standards that should guide the work of any international authority responsible for the global governance of economic life.  Ironically, only a few days earlier, in an April 26th keynote address to the Council on Foreign Relations in New York City, Jean-Claude Trichet, President of the European Central Bank, explained his vision for the global governance of the economic and financial sphere.  Unlike Pope Benedict&#39;s emphasis on the moral dimension of the global governance of economic life, Mr. Trichet&#39;s vision lacked any reference to moral standards, a glaring omission in light of the moral shortcomings that caused the global financial crisis and the moral underpinnings of the common good about which those globally governing economic life should be concerned.]]></description>

<description><![CDATA[The Group of Twenty ("G-20") nations, the new Financial Stability Board ("FSB"), and the International Monetary Fund ("IMF") are progressing on two fronts: the monitoring and revision of national and regional economic plans to facilitate global economic governance; and the pursuit of a financial industry regulatory reform agenda. The recent remarks of IMF Managing Director Strauss-Kahn indicate that these two areas may only be the beginning and that efforts will be made to globally govern other economic and industry-specific areas that, in the opinion of international economic and human rights experts, pose risks to global economic stability. Thus, corporate executives, employees, shareholders, and other stakeholders in the energy, pharmaceutical, food, and other industries whose products, or lack thereof, pose "risks" that conceivably contribute to global poverty should be prepared for a new global level of monitoring, intervention, and regulation by the G-20, IMF, World Bank, and other international organizations.]]></description>

In a speech on November 19 in Brussels, new European Union President Herman Van Rompuy reaffirmed this sentiment when he proclaimed "2009 is also the first year of global governance, with the establishment of the G-20 in the middle of the financial crisis. The climate conference in Copenhagen is another step towards the global management of our planet."]]></description>

As a result of a recent WIPO decision, a WIPO committee will spend the next two years developing an international legal instrument on the subject that will be considered at the 2011 WIPO General Assembly.]]></description>
