The Committee on the Elimination of Racial Discrimination monitors and reviews actions taken by States to fulfill their obligations contained within the Convention on the Elimination of All Forms of Racial Discrimination. It is composed of 18 independent experts, who examine the reports submitted by States parties regarding how the rights of the Convention are being implemented in their respective counties. The Committee examines each report and comments on its concerns and recommendations to the State parties in the form of "concluding observations." In addition, the Committee can perform its monitoring functions through early-warning procedures, the examination of inter-state complaints, and the examination of individual complaints. The Committee also publishes its interpretation of the content of human rights provisions in its General Recommendations.
