Humanitarian Accountability Project

Humanitarian Accountability Partnership International (HAP) is involved in identifying, testing and recommending alternative accountability approaches and mechanisms used by NGOs and IGOs, and “is dedicated to making humanitarian action accountable to  those people whose lives are at risk due to armed conflict or other calamitous events.” It is the humanitarian sector's first international self-regulatory body and has just issued its third annual report. Its members and donors include most of the largest and most influential relief NGOs in the world, including Care, Christian Aid, Oxfam, and Save the Children, and many IGOs including the Office of U.S. Foreign Disaster Assistance and the Department for International Development (UK). It arose in the wake of the problematic international responses to recent catastrophes.

HAP offers certification to members who comply with its Standard in Humanitarian Accountability and Quality Management.  It also helps member organizations adhere to principles of accountability through training support and advice.  In addition, it offers a Complaints Advisory Service where complaints may be submitted against HAP members and helps assist in finding possible solutions.   

Located in Geneva, Switzerland, HAP’s primary donors include the Danish Ministry of Foreign Affairs, the Irish Ministry of Foreign Affairs, the Oak Foundation, Oxfam, and the Ford Foundation.
