According to Bloomberg, a report from Member of the European Parliament Ian Duncan is set to kick off discussions in the body over tightening controls over the EU's carbon market, through which businesses must pay for the greenhouse gas emissions they produce, to ramp up the cost of corporate emissions allowances as part of the EU's post-2020 agenda on climate change.
