On September 19, 2007, Paul Hunt, the United Nations Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, published draft “Human Rights Guidelines for Pharmaceutical Companies in relation to Access to Medicines.”  The draft Guidelines contain recommendations that call for pharmaceutical companies to adopt a number of significant policies and practices designed to promote a “right to health,” the nature and scope of which is not clearly established in international law.  Public comments on the draft Guidelines were accepted until March 1, 2008.

Multiple governmental, health, and non-governmental organizations, as well as several individual academics and experts, made comments on the draft Guidelines.  These comments are now available to the public, and have been posted on the Special Rapporteur’s website through the Human Rights Centre at the University of Essex.
