General Comment No. 15: The Right to Water
Since 1988, the Committee on Economic, Social and Cultural Rights has been publishing General Comments with a view of assisting States parties in fulfilling their reporting obligations and providing greater interpretative clarity as to the intent, meaning and content of the Covenant. The Committee's "General Comment No. 15: The Right to Water" was published in 2002 in order to elaborate upon Articles 11 and 12 of the Covenant, which specify the right to water. In defining the right to water, the General Comment states that, "the human right to water entitles everyone to sufficient, safe, acceptable, physically accessible and affordable water for personal and domestic uses." It also notes that the right to water is fundamental for the realization of many of the other rights specified in the Covenant, including the right to adequate food, the right to health and the right to adequate housing.
