The Committee against Torture is a body of independent experts that monitors implementation of the Convention against Torture by States parties. It usually meets every May and November in Geneva, Switzerland, and is composed of ten independent experts. All States parties are obligated under the Convention Against Torture to submit regular reports to the Committee, which then examines each report and addresses its concerns and recommendations in the form of "concluding observations." In addition, the Committee can consider individual complaints, undertake inquiries, and consider inter-state complaints. It publishes its interpretation of the content of human rights provisions in the form of General Comments.
